Our Cities

VVEDA is Joint Powers Authority made up of four incorporated communities located along the I-15 and the San Bernardino County. These communities – Adelanto, Apple Valley, Hesperia, and Victorville - are located in a beautiful region of Southern California.

Adelanto

Located in the western portion of the High Desert in Southern California, the City of Adelanto has a growing population of over 34,456 residents and encompasses approximately 52 square miles. New retail developments include the Cactus Plaza located in the southwest corner of Hwy. 395 and Cactus Road. Future retail developments include the partnership with Lewis Retail Centers to build the Adelanto Town Center on the corner of Highway 395 and Mojave Drive.

Apple Valley

With an estimated population of 81,000, Apple Valley has become a retail destination for expanding national and regional brands. Ulta Beauty, Carter’s and Osh Kosh B’Gosh, Jersey Mike’s Subs, Pieology Pizzeria and Jimmy John’s Gourmet Subs recently joined a host of other retailers and restaurants to select Apple Valley as their first location in the High Desert. Apple Valley remains attractive for retail and hotel development due to its positive economic growth, quality demographics, aggressive marketing efforts, and a Town Council which targets retail and hospitality development as one of its top priorities.

Hesperia

Hesperia, located in California’s Inland Empire, is a retail goldmine with 17 miles of I-15 frontage and daily traffic counts totaling 202,000. Its trade area at I-15 and Main Street has a population of 302,860 with average incomes of $63,569 and over $2.62 billion in trade potential. A variety of new developments include two large shopping centers near Interstate 15 and Main Street. High Desert Gateway, located on the west side of the freeway includes a 180,000 s.f. Super Target. On the east side, a 195,300 s.f. Walmart Supercenter anchors The Marketplace on Main, with a 10,000 s.f. Petco and 21,000 s.f. of fast-casual restaurants and shops.

Victorville

Located in Southern California at the high-point between Los Angeles and Las Vegas, Victorville is the leading city for both industry and retail in the High Desert region. As a growing, vibrant community that is home to approximately 125,000 residents and home to some of the area’s largest employers, Victorville offers several advantages to other locations in the region, including a fully functioning airport, low utility costs, investments made in the City’s infrastructure, proximity to major transportation routes, skilled labor force, family-friendly community and a strong commitment to promoting a business-friendly environment and fast-tracking permitting process.

San Bernardino County Unincorporated Areas

Located in the hearth of Southern California, San Bernardino County is a hub for global commerce featuring an extensive transportation infrastructure, a skilled workforce and measurable business cost savings.
